A Pavlodar, une décision judiciaire a condamné Narconon, structure liée à la Scientologie. D’une part, ses «activités médicales» se sont déroulées sans la licence nécessaire et, qui plus est, en utilisant des substances interdites.

En outre, des soins ont été dispensés aux toxicomanes par des membres de Narconon dépourvus de toute formation médicale.

D’autre part, Narconon s’est engagé dans des activités commerciales illégales, réclamant des sommes énormes à ceux qui s’étaient laissé convaincre de suivre le programme Narconon.

Enfin des fichiers ont été trouvés par les enquêteurs, comportant des renseignements intimes comme par exemple les « expériences sexuelles» des «clients». Dans le «monde criminel», le but d’un tel fichier est de servir à un «futur chantage»…

In Pavlodar, a court decision has ordered that the Scientology “Narconon” building be returned to the city government, reports the Kazakhstan Today agency, based on information published in the regional socio-political weekly
Nasha Zhizn [“Our Life"].

According to
Nasha Zhizn, the court's decision was made in mid-January. The newspaper says that, during the investigation of the criminal case brought by the financial police against the "Narconon" center more than a year ago, it became clear that “the two-storey building which the organization was based was in fact donated ... by the city government [akimat] of Pavlodar.“

In the past, this administrative building was on the balance sheet of the Gorvodocanal PLC, [“City Water Channel” Public Limited Company], which was created by the city government.

"On March 23, 2000, the building was donated for private ownership to an organization whose name local authorities have stubbornly refused to divulge, and, through it, to ‘Narconon.’” In December 2009, the Finance Department of Pavlodar filed a lawsuit in court demanding that the transfer of the building be recognized as illegal. On January 15, 2010, the court granted the claim and decided to "acknowledge the building as belonging to the communal property of the city," writes
Nasha Zhizn, noting that "The court's decision has not yet taken effect. Perhaps, ‘Narconon’ will take the initiative and leave the building."

Nasha Zhizn reminds readers that "’Narconon’ is a subdivision of the Church of Scientology, which was founded by Ron Hubbard and is a totalitarian sect banned in 55 countries worldwide. In Kazakhstan during the mid 1990s, Scientologists managed to penetrate centers of power. In Pavlodar, they gave lectures on ‘Dianetics’ to city officials and found support among them."

"Narconon hid its methods from prying eyes by saying that its activity is to provide not treatment, but rehabilitation of drug addicts, and to conduct interviews with them. Occasionally, information leaked out in the press about detoxification programs in which drug addicts stewed in a sauna and were given horse doses of vitamins, plus some yet-undetermined substances," the newspaper writes.

Last year, as previously reported, after complaints by former patients of "Narconon" to law enforcement, the financial police became interested in this mysterious organization and discovered gross irregularities in the work of this "educational" center.

"First of all, the medical activities of the Pavlodar ‘Narconon’ center turned out to be illegal. The organization did not have a license for this. In addition, treatment was provided to addicts by persons with no medical training, and substances illegally imported into Kazakhstan were stored there. Secondly, it was found that ‘Narconon’ illegally engaged in business activities. For services rendered, they took from their clients huge sums of 100,000 to 300,000 tenge, collecting in this manner 5,746,000 tenge. The employees of the organization called these ‘charitable contributions’", says the article.

Nasha Zhizn recalls also that “Scientology literature and files on a thousand patients were found in the ‘Narconon’ office. In the questionnaires, drug addicts had to answer rather odd questions about their sexual experiences and about attitudes toward intelligence organizations. In the criminal world, the usual purpose of such files is to blackmail victims in the future."

"In October last year, 25-year-old Evgeniya Tarkhanova, assistant to the director of the ‘Narconon’ foundation was put on trial. Why was all the responsibility dumped on this girl, while the director stayed on the sidelines ? This remains unclear. She had to answer for the illegal business activity of the organization. The Pavlodar Criminal Court fined Tarkhanova $900 MCI, which is equivalent to 1,166,000 tenge", reports the newspaper.

In Nov. 2008, The Kazakhstan financial police searched the premises of the Scientology front organization Narconon in Pavlodar, Kazakhstan. They seized more than one thousand client files and about 200 packages of medicinal compounds that are prohibited in Kazakhstan. The center charged nearly $2,000 a month for its "treatment" of drug or alcohol addiction but reported its income as voluntary donations.

The center operated without a license and its head, Evgeniya Tarkhanova, was accused of illegal business activity. Tarkhanova's trial began in late October 2009. On November 25, she was found guilty and fined. The defendant's attorney was her mother, Tatiana Tarkhanova.

Pavlodar City, Kazakhstan, is the capital of Pavlodar Province, located on the northern border of Karaganda Province.

A scandal has heated up in Pavlodar. A whole five years the Narconon social organization has been engaged in treating drug dependency without having the legal right.

The Department to Combat Economic Crime has already initiated a criminal case as regards organization manage- ment on Article 190 of the RK (Republic of Kazakhstan) Criminal Code "illegal business operations connected with large-scale extraction of profit and association with causing civil harm."

As the financial police explained after their investigation, all the signs of an illegal business are clear: the organi- zation rendered medical services without the appropriate license.  A search of the foundation resulted in the discovery of financial documents, unknown preparations, Scientology books and more than a thousand files on patients who have taken the treatment, including some from Russia.

To the point, in Russia a claim towards the antidrug association was presented back in 196. Then a special order from the Health Minister prohibited in the health care system the use of detoxification program and other Sciento- logy methods (as is known, Narconon is a program of the Church of Scientology, which has more than a hundred of these centers all over the world.) Treatment in Narconon is not free. It costs up to several thousand dollars, although nobody is able to name an exact number -- the organization is extremely closed to even government agencies.

Daulet Zakaryanov, deputy chief of the department of internal politics of Pavlodar Region, asserts that it's practically impossible to contact workers at Narconon, which is registered as a social association.

"We can only guess what is happening there.  By all accounts, the doctors were supposed to have paid attention to them a long time ago.

In Russia the detoxification program was prohibited in 1996. In its time, organization members assert, more than one of our ex health ministers have praised their work.  That's how they received permission to work. However they had no doctors and the specialists who did the work do not stay long.  I can't say more about it. All the material and methods will be subject to careful scrutiny."

Scientology asserts that the detoxification program does not use medical preparations, but only large doses of vitamins, sauna and running. However not a single country officially permits this.

A year after investigation by the Justice Ministry an ideologue of the Kazakh branch of Narconon and the Russian Federation citizen, Mr. Gedko,  was expelled from the republic for violating the law of domicile for foreigners and carrying out missionary activity without record of registration.  Entry back into the country for him was barred for five years.

Pavlodar Narconon is expecting a thorough tax audit in the near future.

Kazakh court bans scientology organization in Karaganda region

Karaganda, February 16, Interfax - The Economic Inter-District Court of Karaganda, the administrative center of the Karaganda region in Kazakhstan, has banned the Church of Scientology in the Karaganda region.

"The court ordered the liquidation of the Church of Scientology organization due to illegal entrepreneurship and profit-making. The court ruled to create a special commission to deal with the liquidation procedure," says the verdict read by Judge Zhaksylyk Baymoldin, an Interfax correspondent reports.

Upon studying the investigation materials, the court ruled to fully satisfy the prosecution's request to ban scientologist activities in the region and rejected a counter-lawsuit filed by the plaintiff, the judge said.

The materials collected during an audit of the Church of Scientology's activity in the Karaganda region included accounting documents and price lists for commercial services rendered by this organization.

The audit revealed that the Church of Scientology had earned about 30 million tenge in recent years (more than $200 thousand).

Meanwhile, the scientologists said they intend to appeal the verdict.

"We will not put up with attempts to violate our right to the freedom of religion in Kazakhstan," President of the Karaganda-based Church of Scientology Vadim Vitushkin said in a statement.

The Education Ministry of the Republic of Bashkortostan, the administrative municipal district of the City of Ufa and other state institutions, representatives of public organizations and traditional religions have repeatedly discussed the impossibility of cooperating the Narconon-Ufa," said the report.

"Деятельность НП "Нарконон-Уфа" к профилактике и лечению наркомании отношения не имеет. Используемые активистами НП "Нарконон-Уфа" лекционные материалы экспертами признаны непригодными для антинаркотического воспитания молодежи. Министерство образования Республики Башкортостан, администрация городского округа город Уфа и другие государственные учреждения, представители общественных организаций и традиционных религиозных конфессий неоднократно заявляли о невозможности сотрудничества с НП "Нарконон-Уфа"", – отмечается в обращении.

"Управление ФСКН России по Республике Башкортостан считает недопустимой любую форму взаимодействия с некоммерческим партнерством "Нарконон-Уфа" и поддержки любого направления ее деятельности в антинаркотической сфере", – сказано в документе.

"Управление ФСКН России по РБ обращается к организациям, учреждениям и гражданам с предложением о предоставлении правоохранительным органам на условиях конфиденциальности информации о деятельности каких-либо организаций, которые могут причинить или уже причиняют своей деятельностью вред физическому и психическому здоровью человека", – говорится в документе.

Le parquet veut la fermeture d'un centre de la Scientologie en Sibérie

Le procureur de la région sibérienne de Novossibirsk a exigé la fermeture d'un centre local de l'Eglise de sciento- logie accusé de dispenser des programmes d'enseignement sans autorisation, a rapporté jeudi l'agence Interfax.

Le parquet a officiellement réclamé "la liquidation de l'association à but non lucratif 'Centre de réhabilitation sociale des personnes ayant eu un passé criminel prouvé Kriminon-Novossibirsk'", selon un communiqué reproduit par Interfax.

Ce centre "se livre à une activité d'enseignement, sans créer d'établissement d'enseignement correspondant, ce qui constitue une violation grossière de la loi", ajoute le procureur pour justifier sa décision de demander la fermeture de Kriminon-Novossibirsk.

Il lui est notamment reproché de donner des cours, de faire des conférences, et d'organiser des séminaires.

L'Eglise de scientologie a été fondée en 1954 par l'auteur de science-fiction L. Ron Hubbard aux Etats-Unis où elle a obtenu les avantages fiscaux réservés aux cultes (la scientologie n'est pas reconnue comme étant une religion aux USA mais comme étant une association à but caricatatif - note d'anti-scientologie). En Russie, une loi de 1996 la qualifie d'"organisation religieuse destructrice".

La scientologie est considérée comme une secte dans nombre de pays européens, dont la France, l'Allemagne et la Belgique, (et la Suisse - note d'anti-scientologie) où ses détracteurs l'accusent de manipuler ses membres à des fins pécuniaires.

Ulyanovsk, April 18, Interfax - Law enforcement officers have searched the office of the Narconon Center of Promoting Healthy Lifestyle in the town of Dimitrovgrad in Ulyanovsk region.

"The search of the building was carried out as part of the criminal case over illegal enterprise, launched by the investigative committee of the Dimitrovgrad police department," the regional police department said in a press statement on Friday.

"Everything that was seized during the search, and the questioning of clients shows that Narconon was doing medical and education activities without licenses," the statement said.

The investigation is underway

Narconon is a subsidiary of the Church of Scientology that has been recognized by Russian experts as a totalitarian destructive sect. The organization was founded in the United States in the mid 1960s.
