"When I went uplines to INT, one of the items taught was not to accept any
notes or letters from outsiders - they could be "court summons" and as such
should not be accepted.
This rule, in effect, stoped staff members from accepting any written
form of communication from outsiders. Even though it could be something
quite inocent. There is no way you could get an INT staffer to take a
letter from you.
Then there is also the "dead letter" policy - any mail bearing the name
of someone listed on the "dead letter" list is simply filed away, usually
without being read."
